if you are going to change it voting precincts -- change your voting precincts, you have to have the number of ballots approved based on the number of registered voters. it is based on a presidential election that happened 50 years ago. so, we are not ever want to change the outcome of that election. we are not ever going to change the outcome of who voted and who did not vote, who registered and who did not register. you have got to remember that in 1965 it was passed for five years. in 1970 they review it again for seven years. and then it was renewed for 25 years. and now in 2006 you can put another 25 years. we are going to be under these same things, procedures and numbers that we were under in 1965. so, what we offered was an amendment to update it. in other words used the last three presidential elections and after the next the oldest one will fall off. so, we put that in as an amendment and it did not pass. but a texas case from 2009, they did not assume to action -- section 5, but the courts in a general way said that you need to update the criteria on this under the pre-cle
